This position assists in directing all Transportation activities including the transit system, fleet services, and charter and rental operation; manages departmental financial affairs and ensures fiscal compliance with federal, state, and University policies and procedures. This position is a Grade: 9-40 with an approximate salary range of $54,390-$66,190 and is subject to change based on experience, skills and qualifications

Position Number: S979401. Directs activities of Department or Unit (25%)* Develop, recommend, implement, maintain and direct dissemination of policies and procedures for the functions of the Transportation Services Department.
* Coordinate Transportation Services Departmental activities with user Departments/Offices.
* Develop various departmental benchmarks and institute record-keeping systems to monitor progress/achievement. Using these, analyze University needs for current services and recommend changes and/or new/additional services as may be needed/indicated.
* Insure compliance with all federal, state and local regulations including DOT compliance of commercial vehicle/driver/repair operations and DEP compliance for underground fuel storage tanks.
* Provide supervision for all assigned staff.

2. Oversee the daily operation and performance of the fleet maintenance garage. (10%)

* Supervise assigned employees. Prepare and disseminate standard operating procedures for all employees.
* Implement changes to fleet maintenance garage based on recommendations made by chief mechanic.
* Ensure Driver Vehicle Inspection Reports pre and post use of vehicles are reviewed.

3. Manage the daily bus operations. (25%)

* Manage the assignment of drivers to bus services and special event transportation. Ensures compliance with Federal and State DOT regulations regarding commercial drivers.
* Manage vehicle assignment bus service routes and bus rental reservations.
* Ensure that problems are resolved properly and quickly consulting with/reporting to the Director as necessary.
* Oversee, maintain and monitor compliance with DOT mandated drug and alcohol policy for CDL Drivers/Mechanics.
* Responsible for proper record keeping and storage to meeting University and governmental requirements.

4. Manage the daily rental operations. (10%)

* Manages the daily operations of the (24) internal "rental" vehicles.
* Oversee and maintain contracts with outside partners to obtain additional vehicles as may be needed.
* Oversee and recommend Fee Structure and number of vehicles needed to achieve a cost-effective operation.
* Ensure members of the campus community have adequate credentials and safe driving records. Check DMV reports regularly.
* Responsible for ensuring that emergency procedures related to accidents are provided in vehicles and for ensuring procedures related to same are followed.

5. Manage the University fleet. (20%)

* Manages the acquisition, maintenance, operation and sale of all University owned vehicles.
* Research and recommend Make, Model and Specifications for acquisition of University vehicles for various tasks.
* Recommend, prepare and monitor plans for University-wide vehicle replacement.
* Purchases approved vehicles.
* Responsible for inspection, credentials, and records for all vehicles.
* Responsible for creating and maintaining policies and procedures for fleet use by the campus community.

6. Manage fuel facility (10%)

* Oversee reimbursement rates for fuel sales.
* Maintain compliance with all DEP regulations.
* Recommend changes/upgrades to facility.
* Responsible for monitoring fuel use and miles for fleet vehicles.

This position is responsible for driving University-owned vehicles as a routine function, therefore a valid Driver's License and a good driving record is required

Qualifications

* Bachelor's Degree in Supply Chain, Logistics or the equivalent combination of education and experience

* Five to eight years related work experience

* Ability to build, foster, and maintain positive professional relationships

* Excellent organizational skills, time management, and sound judgment

* Strong organizational skills and attention to detail

* Demonstrated leadership ability

Successful completion of standard background checks including but not limited to: social security verification, education verification, national criminal background checks, motor vehicle checks, PATCH, FBI fingerprinting, Child Abuse Clearance and credit history based upon the requirements of the position
