CONSTRUCTION PRACTICE

Michael Baker International's Construction Services staff supports clients by acting as their trusted on-site agent through all phases of construction, from pre-design to close-out, by providing qualified construction managers, inspectors, constructability reviewers, schedulers, estimators, and safety experts. As new technologies evolve throughout the construction industry, innovative ideas are required to maintain and deliver successful construction projects.

DESCRIPTION

Michael Baker International is seeking a Construction Department Manager to join the team in Harrisburg, PA. This person will be responsible for the Vertical Construction Management Department's day to day management and operation. Responsible for oversight of all projects being undertaken by the Department, including adherence to project scope, schedule, budget, and quality control/quality assurance, staff utilization and the safety of the team. Responsible for developing and growing the team as well as developing and maintaining positive client relations.

Essential Duties & Responsibilities


  • Responsible for the Department's operations through planning, delegation, execution, and review of work objectives.
  • Coordinates business development activities of PMs within the Department, including go/no go decision inputs, client outreach and marketing, teaming arrangements, proposal development and review, and interview preparation and delivery.
  • Responsible for direct labor ratio and utilization goals at the Department level.
  • Oversee project requirements by ensuring that quality standards and project deadlines are met.
  • Responsible for winning work (NNWA), backlog and growing/expanding the business.
  • Responsible for developing and maintaining client relations and management, including monitoring client satisfaction. Clients include internal and external.
  • Fully engage on key Department pursuits and participate in develop and execution of Capture Plans with the objective of increasing the win probability of targeted pursuits.
  • Assist in the strategy and messaging for targeted pursuits, including all elements to craft a winning proposal.
  • Provides input to annual budgetary development process in coordination with finance and upper-level operations management.
  • Reviews analyses of project activities, costs, operations, and forecast data to determine department progress toward stated goals and objectives.
  • Lead Department compliance and adherence to quality management and quality assurance practices.
  • Maintains current knowledge regarding applicable regulatory, legal, industry practice and company/ client standards of procedure (SOPs).
  • Ensures projects within the Department adhere to Michael Baker Quality Management requirements including Project Management Plans, Quality Verification Forms.
  • Expected to be billable on projects as appropriate.
  • Solves sensitive administrative issues that surface within the department as required.
  • Assist with/perform preconstruction activities, estimating, constructability reviews and value engineering efforts.
  • Assist with/develop bid documents and bidding activities.
  • Develop and issue contracts.
  • Manage and ensure Federal and State funding compliance requirements.
  • Review, manage and maintain construction phase functions such as but not limited to; project schedules, project budgets, submittals, RFIs, pay applications, various contractor provided certifications and disadvantage business enterprises.
  • Coordinate with contractors to resolve issues.
  • Oversee construction acceptance procedures and construction progress along with approving contractor invoices.
  • Occasional to moderate travel might be required.

Supervisory Responsibilities

  • Generally manages a Department of up to 9 team members.
  • Executes personnel management duties to include, hiring, training, timekeeping approval, performance assessment, promotion/career progression recommendations, retention, voluntary turnover, disciplinary action, and employment termination.

PROFESSIONAL REQUIREMENTS

  • 7 - 10 years of proven construction project management experience
  • BSc/BA in engineering, building science or related field.
  • In-depth understanding of construction procedures, materials, and management principles
  • Experience with MS Office Suite of products
  • Experience with Bluebeam Software or Adobe Pro
  • Strong communication, both written and verbal, skills
  • Strong time management and organizational skills
  • Strong conflict resolution and negotiation skills

COMPENSATION

The approximate compensation range for this position is $100,942- $174,870 in Harrisburg, PA. This compensation range is a good faith estimate for the position at the time of posting. Actual compensation is dependent upon factors such as education, qualifications, experience, skillset, and physical work location.
