Brief Job Description: (essential functions of the job)

  • Perform research and analysis on successful housing policies and practices from within the state and from other areas of the country, that will support implementation of the city's housing goals.
  • Maintain current working knowledge of state and local laws related to housing and housing policy, including legislation regarding housing production and affordability.
  • Work with Newport's state delegation on proposed amendments to state or local regulations, as applicable.
  • Participate in the development and implementation of any city ordinances or regulations having an impact on housing.
  • Serve as a subject matter expert on housing related topics.
  • Maintain a comprehensive database of housing statistics.
  • Conceptualize, plan and manage diverse housing programs and assistance strategies.
  • Contribute to development and execution of local programs to assist with a variety of housing related issues, including affordability and the creation of workforce housing.
  • Monitor, analyze and improve housing programs, update ordinances and regulations, as deemed necessary.
  • Build strong relationships with housing stakeholders, including, but not limited to, elected officials, equity-focused community-based organizations, housing developers, the State Department of Housing and abutting municipalities.
  • Make public presentations and share information on housing issues, plans, challenges, and accomplishments with neighborhood and community groups, property owners, renters and stakeholder organizations.
  • Prepare grant applications and manage grant activity, as necessary.
  • Perform any other related duties as required or assigned.

Minimum Entrance Qualifications:

  • An undergraduate degree from an accredited college program in Planning, Architecture or related topic with one to three (1-3) years related experience, or any equivalent combination of education, training, and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job.
  • Ability to self-schedule and work with minimal supervision; ability to read and understand plans; strong interpersonal and resolution skills; ability to communicate effectively both orally and in writing with contractors, developers, owners, supervisors, employees and the general public.
  • Skilled public speaker; excellent customer service skills; excellent computer skills; excellent organizational skills.

Min. Salary: $34.24/hr.
Max. Salary: $46.02/hr.
