SPECIFIC JOB DESCRIPTION


ANSER is seeking an Emergency Management Planner for the Pueblo County Sheriff’s Office (PCSO), Emergency Services Bureau (ESB) for an update of the Emergency Operations Plan (EOP) for Pueblo County, Colorado. Tasks include overall project management, working group facilitation, compilation and edit of the EOP and annexes, and review and revision to ensure compliance with the standards of the Federal Emergency Management Agency (FEMA) Comprehensive Preparedness Guide (CPG) 101 and the Emergency Management Accreditation Program (EMAP) Standard Procedures 2017.

ANSER is seeking candidates with the expertise, experience, and background necessary to manage the development of an improved plan that meets or exceeds the standards outlined above.  ANSER is seeking qualified personnel to provide operational planning support, working group facilitation and coordination, data collection and analysis, requirements review and validation of standardized procedures, and production of an updated and improved emergency operations plan document for Pueblo County. Qualified personnel must have an understanding of national (FEMA), State, and local doctrine, policy, statutory, and operational emergency management procedures to include:


  • National Response Framework (NRF, including Emergency Support Functions (ESFs) and Incident Annexes)

  • National Incident Management System (NIMS)

  • Incident Command System (ICS)

  • Colorado Hazard and Incident Response and Recovery Plan (CHIRRP)

  • Colorado's Chemical Stockpile Emergency Preparedness Program (CSEPP)

Personnel will facilitate development and revision of the Pueblo County EOP through collaboration with various ESF and emergency management representatives and under the direction of the Pueblo County Emergency Manager. Specific tasks include:


  • Organize and conduct working groups, guide discussions,

  • Collect and catalog information, establish and enforce deadlines, adjudicate differences

  • Apply planning standards, evaluate shortcomings of plans against established standards, recommend mitigation steps

  • Participate in tabletop and field exercises, edit, compile, and complete comprehensive planning documents  

EDUCATION AND EXPERIENCE


  • Minimum 10 years emergency management experience

  • Minimum 5 years of project management experience

SKILLS AND EXPERIENCE



  • Experience facilitating working groups and planning meetings and have a detailed understanding of ESF and EOP standards

  • Ability to attend frequent meetings on-site in Pueblo County

  • Ability to use Sharepoint collaborative tools
