Job Description:


Veolia operates a major, multi-faceted district energy business (steam, hot water and chilled water) in Baltimore, MD. District energy operations encompass 8 steam, hot water or chilled water plants, over 20 miles of distribution piping and over 250 customers. In addition, Veolia provides operations and maintenance services to several large campuses in the Baltimore metropolitan area. In order to support the business, Veolia is seeking a Manager of Plant Operations with an increased focus on plant efficiency as well as experience in thermal energy based operations.


  • Oversee and manage a staff of approximately 25 plant operators and O&M staff. Focusing primarily on plant efficiency, reliability and availability.
  • Provide leadership to ensure a safe working environment for employees and staff working in Veolia facilities and driving company vehicles.
  • Responsible for compliance with local, state and federal environmental laws and OSHA regulations.

* Provide leadership and assume responsibility for the team including scheduling, direction and compliance to company policies and procedures, monitoring performance, provide direction and initiate disciplinary action when required.

* Assist in developing proposals for Business Development and Account Management for new customer connections and O&M contracts.

* Assist the Plant Maintenance Manager to manage and coordinate multiple subcontractors, including electrical and controls to ensure the successful completion of projects in secure facilities.

* Develop and manage the operating and capital budget for each facility, oversight of the business unit's long range repair and alteration programs.

  • Assists in developing the O&M budget and long range business plan. Oversees and manages day-to-day operating expenses to support financial performance.

  • BS degree or higher, preferably in Mechanical or Electrical Engineering.
  • At minimum of 7 years' experience with plant operations and/or engineering support. May include district energy systems, stationary or marine power plants, cogeneration facility operations or other thermal energy based operations.
  • Strong working knowledge, both theoretical and hands-on experience, of thermal energy systems, engine operations and repair and piping distribution systems.
  • Minimum 5 years' supervisory and management experience in responsible position involving planning, budgeting, and execution.
  • Minimum 5 years' experience in increasingly responsible positions involving procurement practices involving planning, scope of work development, vendor selection, conducting pre and post bid meetings, contract award and contract administration.
  • Thorough understanding of the principles of personnel management including: interviewing, staffing, employee motivation, training and performance appraisals.
  • Experience in implementing comprehensive qualification and training programs, both for cross-training existing operators and for developing and qualifying new and future operators
  • Experience in marketing and business development including initial client contacts, proposal development and contract closure.
  • Demonstrated proficiency in the computer software including financial spreadsheets, word processing and database management programs, project scheduling programs. Knowledge of and experience with CMMS programs (such as Maximo), and AutoCAD.
