Overall Purpose: Subject Matter Expert
for delivering advice and counsel, interpretation, direction, clarification,
and guidance on all federal (e.g. Family Medical Leave Act), state, municipal
paid/unpaid sick or leave laws, policies, practices, programs and issues. Assists
with interpretation of laws, policy and HR guidelines for highly complex
issues. Analyzes Leave of Absence types to identify trends, ensure compliance,
and recommends changes for company processes. Works to obtaining Legal and
Labor approval.

Key Roles and Responsibilities: Analyze Federal, State, and Municipality proposed paid/unpaid
leave/absence ordinances, statues or laws
with existing AT&T paid time off policies or collective
bargaining agreements to provide a position statement and other recommendations
to leadership and multiple business unit points of contact(s) to ensure best
interest of the company and minimize additional liabilities. Responsible for
authoring AT&T guidelines, policies, and procedures to meet enterprise
compliance to Federal, State, and Municipality paid/unpaid leaves/absence ordinances,
statues or laws. May consult with employees, supervisors, Legal, Labor, or consultants
to clarify details related to a leave. May counsel business unit managers on
employee leave-related matters. Works on complex issues where analysis of
situations or data requires an in-depth evaluation of variable factors. Exercises
independent judgment in developing methods, techniques, and evaluation
criterion for obtaining results. Develops and delivers training/development
plans, communications and tools for Leave Examiners as well as
creating/executing communications and communication plans related to leaves for
consumption by multiple audiences. May manage large projects and interface with
Center Of Excellence and HR services team, including leadership. May provide
training or mentoring to less experienced staff. Project management experience
is preferred.
