RESPONSIBILITIES

Noblis ESI is seeking a Senior Project Engineer for their Chantilly location.

Provide Systems Engineering Technical Assistance (SETA) to the PM/COTR:

-The Project Engineer will serve as program support to the Program Manager (PM) with responsibility for technical knowledge of the assigned groups and programs/projects

-Assist the PM/COTR during development of RFP packages and coordinate completion of technical evaluation of proposals received in response to RFPs

-Lead IPT meetings and review process boards to include but not limited to ERBs, CCBs, and PMRs to ensure development contractors are meeting program requirements and schedule

-Serve as technical expert in their assigned area

-Support the PM in multiple areas which include program management, acquisition support, analytic support, technical analysis, user requirement management/development, architecture, and customer outreach and support

-Other responsibilities include administrative and technical support to the Government leadership team, internal cross tower coordination, external mission partners and other DoD/IC customers

CLIENT ENGAGEMENT

Support and lead evolving business development efforts by applying technical and functional expertise to develop business solutions. Lead proposal sections for small or limited competition proposals and actively participate in teaming strategy discussions

QUALIFICATIONS

Required:

-Bachelor's degree

-10 years of relevant experience

-4 years of experience working with the DoD and the IC

-Ability to facilitate commonality within Ground mission areas by defining, architecting, and integrating a multi-INT/multi-sensor ground enterprise with specific knowledge of SIGINT, GEOINT, MASINT, Multi-INT, OPIR, or ground software platforms or frameworks

-Possess strong project management discipline in one or more of the following focus areas: Architecture and Requirements Development, Readiness, IV&V, and transition to operations; Risk Management, Configuration Management, Technology Planning and Insertion, and Performance Assessment

-Track and respond to office tasking, build and present program briefings and update project schedules and calendars

-Familiarity with project management, scheduling, requirements, and program office functions

-Ability to work independently with minimal supervision and perform other duties as assigned

-Possess excellent writing and verbal communication skills as well as the ability to manage multiple customer requests simultaneously

-Expected to seek and assume higher levels of technical responsibility, manage time effectively across more than one initiative, and apply sound technical judgment

-Must be able to demonstrate excellent relationship building and management skills

-Must be able to travel

**Must possess an active TS/SCI security clearance with a Counter-Intelligence Polygraph

Desired:

-Masteru2019s in Business, Science, Technology, Engineering, or Mathematics -Understanding of DoD and IC tactics, techniques, and procedures including CONOPS, architectures and cloud-based environments -Working knowledge in SAFe agile or similar agile processes -Working knowledge JIRA and Confluence -Advanced skills in writing, reviewing and editing of technical reports, statements of work, white papers and other technical and programmatic documents -Excellent interpersonal skills and the ability to summarize and brief senior level Government leaders, civilians and military officers -Ability to build and present technical briefings and reports with specific knowledge of SIGINT, GEOINT, MASINT, Multi-INT, OPIR, software frameworks or devops -Minimum of 6 years of project management, systems engineering, or architecture experience in industry or DOD/IC community Acquisition Project Management
