Responsibilities

The Director Electric Grid Operations & Strategy is responsible for leading and managing a team to set the strategy for optimizing the District's Bulk Electric System (BES) facilities, Transmission System, Distribution System and Energy Management Systems (EMS) through staff, new and existing technologies and metrics in accordance with regulatory requirements. As part of that function, this position takes a lead role in the District's service restoration activities, while also ensuring timely and accurate outage information is disseminated to internal and external customers. The Director of Electric Grid Operations & Strategy is responsible for providing direction to OPPD's NERC Critical Infrastructure Protection (CIP) program, as it relates to the Energy Management System and operational functions of the Grid Operations area. The position is also accountable for the marketing of OPPD's operational services to Transmission Owners (TO) within the region.
1. Build and enhance a competent/capable team of staff in alignment with OPPD's Accountable Management System (AMS) guidelines.


  • Effectively apply OPPD's Managerial Leadership Practices (MLPs) (i.e.: Management Accountabilities, Talent Inventory, Succession Planning, Organizational Performance Planning, Clarity Building, etc.) for assigned staff.

  • Develop and implement Individual Development Plans (IDPs) for all direct reports and high potential skip-level reports to develop the next generation of strong and rounded leaders.

  • Develop, maintain and communicate a set of staff performance metrics.

  • Reinforce, monitor and hold subordinate managers accountable for the effective application of OPPD's Manager Leadership Practices.


2. Accountable to develop and implement plans and programs (1-5 years in scope) to achieve OPPD and Energy Delivery's strategic objectives and to deliver desired outputs/assigned accountabilities of the Grid Operations division.

  • Lead the research, enhanced development, measurement, reporting, and analysis of the District's BES in the strategic advancement of outage information disseminated to internal and external customers.

  • Responsible for identifying future company investments as it relates to grid technology including, but not limited to, Distribution Automation, enhanced Grid Edge monitoring, Advanced Metering technologies, ADMS (Advanced Distribution Management System) and other new and innovative solutions.

  • Develops and maintains a set performance metrics for Grid Operations and system performance. Monitor, adjust as needed and develop executive reporting and analysis as required.

  • Through subordinate Managers, ensures NERC certified Transmission System Operators, Leads, System Operator Trainers, and Transmission Operation Engineers to ensure the safe and reliable real-time 24/7/365 operation of OPPD's Transmission System which serves District wholesale and retail customers.

  • Ensures that OPPD operates and controls its Bulk Electric System (BES) facilities in accordance with FERC, NERC, and MRO regulations and SPP criteria and business practices.

  • Ensure the execution of proper Energy Management System (EMS) tools and security analysis applications to monitor and ensure system reliability and prediction of contingency risks.

  • Maintain effective working relationships with interconnected utilities and Regional Transmission Organizations, including proper transmission coordination and oversight with OPPD's Reliability Coordinator, SPP.

  • Provides leadership and support during activation of the OPPD Emergency Response (Storm) Plan, Blackstart and System Restoration Plan, Disaster Recovery, Business Continuity, and the Security Incident Response and Recovery Plans.

  • Works across functional areas to develop and implement an operational strategy that supports the goals and vision of the organization. This may at times include leading District wide Strategic Initiatives.

  • Develops and administers the division's annual budget; provide a forecast of funds needed for staffing, equipment, and materials.

Qualifications

Required:


  • Bachelor's degree in Engineering, Business Management, or related field.

  • Ten (10) years or more experience in the utility industry with particular emphasis on electric systems.

  • Knowledge of NERC Compliance and its importance to the safety and security of the electrical grid.

  • Ability to make independent decisions using data analysis and logic under time constraints and emergency conditions.

  • Demonstrated management skills, e.g., budget development and administration, policy development and implementation, staff administration, staff coaching, training and development.

  • Ability to build, manage, motivate, inspire and develop teams, while linking work to OPPD's vision, mission and corporate strategic plans.

  • Demonstrated capabilities with executive level communication, presentations and report writing.


Desired:

  • Master's degree in Engineering or Business.

  • Registration as a Professional Engineer (PE).

  • Knowledge of visualization software and methods for enhance performance reporting.
