Job Description:

Duties:  Plan, design and direct components of roadway/highway; freight railroad; passenger rail and transit; states and municipalities; airports and air carriers; manufacturers and distributors; ports and maritime; trucking and automotive; energy and communication; and federal government projects.  Collaborate with the Kansas Department of Transportation (KDOT) and Sedgwick County 911 Traffic Management Center (TMC) to monitor and assist in improving traffic conditions in Wichita, KS using the Transportation Systems Management and Operations technologies such as Traveler Information Systems.  Responsible for training Sedgwick County 911 employees for WICHway TMC Operations.  Responsible for training new TMC Operators employed by TranSystems for Statewide (KS) TMC Operations.  Training includes Intelligent Transportation System (ITS) devices and specialized advanced traffic management system (ATMS) software operation and configuration to maintain an accurate real-time traffic incident status database for WICHway, KanDrive, and the Truck Parking Information Management System (TPIMS).  Responsible for oversight of daily TMC operations that include detecting, confirming, monitoring, and updating sche8duled and unscheduled traffic incidents, roadwork, congestion, and other emergency situations whilst coordinating with field personnel and law enforcement agencies.  Prepare for and responsible for conducting Local Incident Management Meetings (LIMM) with local Law Enforcement agencies.  Responsible for performance measures evaluation and planning and design of ITS systems.  Responsible for designing and preparing plans and specifications for Traffic Signals.  Responsible for designing and implementing traffic signal timing plans for intersections and corridors developed using macro and micro-simulation modeling software.  Assist KDOT in implementing Smart Work Zones (SWZ) during maintenance and construction activities to improve efficiency, minimize the crash rates, and improve the safety on Kansas highways.  Responsible for performing and overseeing traffic data collection and data analysis for traffic impact studies, traffic engineering assistance program, and other similar projects.  Responsible for preparing detailed contract documents and specifications conforming to the State and Federal requirements. Responsible for designing and preparing plans and specifications for Roadway and Sidewalk projects.  Responsible for Roadway, Interchange, Drainage, Traffic Control Design, Earthwork Quantity calculations, utility coordination and preparation of Cost Estimates for proposed projects.  Work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.  Solve practical problems while dealing with a variety of concrete variables in situations where only limited standardization exists.

  

Requirements:  Master's degree in Civil Engineering plus 3 years of related experience.  Alternatively, the employer will accept a Bachelor's degree in Civil Engineering plus 4 years of related experience. PE in the State of Kansas required. Related experience must include: Site layout, Grading design, and Utility layout; Working with local, state, and federal regulations; Preparing comprehensive reports; Use of traffic signal timing and simulation software SYNCHRO; AutoTurn; Use of roadway design software such as GEOPAK; and Corridor modelling in MicroStation.  Experience must also include working with city and state design codes and national codes such as AASHTO, MUTCD, Highway Capacity Manual, Highway Safety Manual, and ITE Trip Generation Handbook.  Travel required 5% of the time.
