Basic Function

1. Supports Public Sector Sales. Duties include responsibility for the management of all contracts for Federal, State, Local and other government (Education and Healthcare) entities. Functions as a subject matter expert for interpreting acquisition regulations and other requirements.

2. Supports Global Services. Duties include working with Legal to review, negotiate, structure, and/or administer contractual documents that establish business relationships with customers and/or partners.

The Contracts Manager advises the organization of contractual rights and obligations and provides interpretation of terms and conditions. Also provides advice on compliance policy, applicable laws, and other customer requirements.

This is a highly visible position, and as such, the ideal candidate will possess strong presentation and interpersonal skills. Possesses strong to excellent analytical and communication skills and have demonstrated the ability to use independent judgment.

Additional Responsibilities


  • Lead contact for Poly-held U.S. Government/state/local contracts. Responsible for the administration of contract requirements, including change control process

  • Serves as focal point for resolution of contract issues and disputes

  • Coordinates all Public Sector related RFP responses:

    • Proactively supports sales to identify new public sector contracting opportunities

    • Assists in the development of negotiation strategy

    • Analyzes significant and/or unique contracts, special clauses, provisions, terms and conditions to ensure compliance with appropriate laws, regulations and business unit procedures.



  • Assists with review of, and compliance with, government procurement rules/processes

  • Interacts daily with sales and services management personnel, prime contractors and subcontractors on a variety of contract issues

  • Works closely with Legal on non-disclosure agreements, teaming agreements, business associate agreements, subcontracts and other contracts with partners and suppliers.

  • Facilitates SAM updates, reps/certs requests from third parties, and other government procurement requirements

  • Provides periodic updates to sales regarding procurement trends/requirements

  • Active involvement in regional and national contract management initiatives.


Skills


  • The ideal candidate should have 15+ years of experience as a contracts manager or equivalent, working on federal and state contracts

  • Favor candidates with some experience working in the technology/communications industry and in a very fast-paced work environment

  • Must have a Bachelor's degree with a significant concentration and combination of the following fields: accounting, business, finance law, contracts, purchasing, economics, industrial management or a similar discipline. An advanced degree in one of these disciplines is preferred.

  • Must have at least 5 years of related experience evidencing knowledge and routine application of the FAR and DFARS

  • Must have strong writing and oral communication skills and be fully computer literate

  • NCMA and/or IACCM membership. Certification as a Certified Federal Contracts Manager (CFCM), a Certified Professional Contracts Manager (CPCM), or a Certified Commercial Contracts Manager (CCME), or other comparable designation is highly desirable.
