The Procurement Manager for the Tactical Team is responsible for providing leadership to a team of personnel by providing work direction and personal development to ensure the efficient processing of tactical procurement activities in support of categories from Direct Materials, MRO, and Professional Services to achieve variable cost productivity, working capital, and business financial goals. The team is also responsible for strategic category management of lower spend/lower risk categories.  The team manages approximately $100 million in annual spend.  This position will guide the team as they support the strategic sourcing process including supplier selection, development, and overall supplier management processes including managing the entire contract life cycle from request for proposal (RFP) to supplier exit. Additionally, this position is the NA Purchasing Card owner which accounts for over $200 million in annual spend, and ensures the program is audit compliant and well-controlled.

Organization:


  • Reports to the Strategies and Capabilities Leader in KCNA Procurement.


  • Leadership responsibilities for the Procurement Tactical Team.


  • Customers:   Broad base of customers that could include: Mill Management, Mill Procurement Specialists, Business Management, Finance, GBS (Procurement Operations and Accounts Payable), Receiving, ITS, Transportation, Operations, R&D, Internal Control, Marketing, Planning, Engineering, Global Procurement, or other personnel involved in the implementation of business strategies where sourcing plays a role.  


Current Scope:


  • The incumbent typically reports to a Sr. Manager or Director within Procurement and is responsible for managing a team that supports tactical execution including, but not limited to, Competitive Bid Exception (CBE) completion, executing against savings and quality objectives, maintaining category strategies, competitively bidding, writing and maintaining contracts, contractor management, and Corporate Financial Instruction (CFI) guidance.


  • Provide work direction to a team of 5-10 team members.


  • Leads team responsible for North American purchases across all Wisconsin Mills, various categories in Direct Materials, MRO, and Professional Services. Also responsible for tactical work including but not limited to, supporting the P-Card program, score-carding, and consignment support.


Responsibilities


  • Ability to ask probing questions to learn the business objectives that are required.


  • Experience translating business needs into sourcing documents (examples: RFX, CBE’s, Build to Draw).


  • Knowledgeable of market conditions for goods/services purchased.


  • Work in conjunction with mill personnel and suppliers to identify continuous improvement opportunities as goods and services are strategically sourced.


  • Provide leadership to the Tactical Support Team in terms of strategy, organization, standard work, training and development.


  • Lead team of procurement analysts responsible for tactical categories, procurement activities and support of category strategy development and deployment to extract the greatest value in cost, security of supply, risk management, sustainability, and innovation.


  • Proactively anticipate potential team issues and roadblocks and effectively identify trends and apply solutions.


  • Set clear and attainable project objectives, build project requirements, determine resources, manage risks and constraints, and ensure these are on-time, within budget and at the required level of quality.


  • Drive the procurement organization on continuous improvement through expert guidance with a full range of problem-solving tools, thinking, systems, and processes.


  • Lead team value creation efforts in support of mill cost of sales and distribution objectives.


  • Drive personal accountability and set high goals for personal and group accomplishment; tenaciously work to meet or exceed goals. 


  • Demonstrate expertise in data manipulation, ability to analyze data and information to identify trends and opportunities.  Proficient use of data to measure process improvement, including increased automation and reduction of blocked invoices, and to identify opportunities for cost reduction


  • Ability to challenge existing practices and lead projects to execute improvements


  • Maintain a high standard of Internal Control through embedding the CLEAR Guide to Procurement.


  • Mentors/coaches team members as needed, challenge their work and recommendations, pushing their thinking and guiding the team towards procurement best practices


Qualifications:


  • Bachelor’s degree in business, supply chain, engineering, or related discipline.


  • Normally 8-10 years of procurement experience.


  • Experience in coaching and mentoring others.


  • Analysis experience in which key findings have been translated into plans/strategies to support business needs.


  • Experience establishing networks and building relationships internally and externally.


  • Procurement system (i.e., Taulia, SAP) experience preferred.


  • Problem solving experience in reducing total costs and improving processes.


  • Led and delivered on multi-disciplined, multi-site, multi-region projects.


  • Demonstrated experience as a strategic thought leader with the ability to influence others.


Preferred Qualifications:


  • Successful track record of formal team leadership.


  • LEAN/Continuous Improvement experience is preferred (Simple Problem Solving and other tools such as process mapping, process improvement, A3, Kaizen events, etc.).


  • Analysis, communication, initiative, decision making, organizational sensitivity and employee development.
