Job Description
This position is responsible for the day-to-day operations of the Cognosante Pennsylvania Insurance Exchange Assister Services contract, coordinating statewide outreach and enrollment activities with multiple community-based partners to provide enrollment assistance to individuals in need of healthcare insurance coverage. This key project role will be responsible for monitoring multiple subcontractors, interfacing with the customer, maintaining and executing online Assister training, and administrative oversight to include budget, data collection, service delivery, problem escalation, and resolution, and performance monitoring. This position acts as the primary contact point to the client and ensures that all contract requirements are met.
Key Responsibilities
Develop deep familiarity of the contract stipulations and requirements
Develop an understanding of the Pennsylvania Insurance Exchange program
Ensure all project-identified processes and methodologies are executed and followed as applicable
Develop and maintain positive relationships with and act as the primary liaison with the contracted project subcontractors
Coordinate regular communication, meetings, and reporting with subcontractors
Work with Executive Sponsor and Data Report Analyst to maintain project management planning documents, outreach schedule and reporting
Monitor and manage subcontractor performance and metrics to ensure they are meeting contract and client expectations
Coordinate state required reporting for commitments to small diverse businesses
Review operational reports and develop/implement action plans to address performance concerns
Develop presentations and talks as appropriate to support client meetings
Resolve any issues causing delays and/or problems on the project
Provide regular status reporting to client and Cognosante leadership
Perform all duties as assigned within Cognosante policy and procedures for project management
Manage the financial health of the contract and implement activities that improve growth
Escalate all critical issues to the Project leadership and client within prescribed timelines per policy and project operations
Manage development and delivery of all program reports and deliverables
Identify and mitigate risks
Review deliverables to ensure high quality
Required Qualifications
Bachelor's degree or work experience in a healthcare/health insurance related field
Minimum of 4 years of experience managing a call center of similar size
Demonstrated experience facilitating customer, subcontractor, and vendor relationships
Minimum of 2 years of experience working in a health insurance exchange environment
Prior experience in a client-facing, project leadership role
Experience working with remote staff
Excellent oral and written communications skills
