SUMMARY



The Office of Historical Trust Accounting (OHTA) provides historical accountings of Individual Indian Money (IIM) accounts and litigation support for trust fund related litigation filed by Indian tribes against the United States. The Senior Accounting Analyst manages a team of Accounting Analysts and works collaboratively with the prime contractor and the OHTA to ensure high standards of accounting analysis are accomplished in support of current litigation and settlement efforts. This position further supports team efforts by serving in the capacity of a Senior Accounting Analyst, which requires the ability to work with multiple historical accounting systems in the thorough analysis, reporting and archival of historical accounting information.


In addition to the OHTA responsibilities, the Senior Accounting Analyst provides project management for the Indian Health Service (IHS) A-123 subcontract. This project helps to ensure proper documentation and internal test controls over A-123 financial reporting cycles, which involves overseeing a team of Financial Consultants and collaborating with the prime contractor/management in the planning, directing and coordinating of activities for the successful completion of all deliverables.



ESSENTIAL DUTIES AND RESPONSIBILITIES



Essential duties and responsibilities include the following. Other duties may be assigned.

Coordinates work assignments and analyzes critical information related to historical accountings of Individual Indian Money (IIM) accounts and trust fund related litigation filed by Indian tribes.


Works with multiple historical accounting systems in the thorough analysis, reporting and archival of historical accounting information.


Works with management to determine project objectives, allotted timeframe, established processes/procedures, staffing requirements, funding parameters, available resources, and expected deliverables.


Establishes work plan, and assigns staff for each phase of project requirements. Arranges for any necessary recruitment of project personnel.


Manages assigned staff; and serves as a working team member focused on identifying, locating and securing available data/records necessary to conduct and support historical accounting efforts.


Ensures that assigned projects are accomplished accurately and according to contractor.


Ensures that all project goals/objectives are completed within designated timetables and funding parameters.


Prepares standard and ad hoc reports for management, clients, or others.


Monitors progress, and resolves any identified issues impacting successful product/service delivery. Ensures compliance with all administrative and contractual requirements.


Responsible for approving contractor schedules, reviewing work discrepancies, supervising contractor personnel and communicating policies, purposes and goals of the organization to subordinates.


Responsible for aiding in own self-development by being available and receptive to all training made available by the company.


Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output.


Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and co-workers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions as the best of own ability.



EDUCATION/EXPERIENCE



Bachelor's degree in Accounting, Business or a related field of study, and a minimum of five (5) years' relevant experience, or equivalent combination of education/experience. Must have a minimum of two years financial analysis experience.



CERTIFICATES, LICENSES, REGRISTRATION



Public Trust Clearance required

Knowledgeable in performance of historical account reconciliation


Proficient knowledge of GAAP, GAAS, federal regulations and guidelines


Working knowledge of accounting records management and filing processes


Working knowledge in application of government accounting standards, including cash and accrual accounting


Excellent supervisory skills with ability to effectively lead, mentor and train others


Adept in data analysis and data reporting skills with solid systems and process orientation skills


Demonstrated ability to apply analytical thinking and problem-solving skills


Solid organizational and leadership skills relevant to carrying out day-to-day responsibilities


Excellent verbal and written communications skills with ability to produce professional accounting and financial reports


Ability to manage multiple projects and priorities and to meet specified deadlines


Proficient in the use of computers and Microsoft Office Suite with ability to quickly grasp specialized software systems

LANGUAGE SKILLS



Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.



MATHEMATICAL SKILLS



Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.



REASONING ABILITY



Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
