Job Description:

This position is responsible for delivering multiple concurrent Clinical Operations Projects and Programs with quality, to plan, and budget, with an emphasis on vendor management.   In addition, conducts operational process analysis, manages vendor relationships related to clinical operations, supports process improvement identification and recommendations, and executes action plans. The Clinical Operations Project Manager is responsible for all aspects of the project, and/or vendor relationship from initiation to post-implementation monitoring and maintenance. This will include developing communications and presenting to internal and external audiences.


Essential Responsibilities/Accountabilities:


Level I:



  • Plans, directs, and coordinates matrixed team(s) activities to manage and implement interrelated Clinical Operations projects and vendor relationships from contract/proposal initiation to final operational stage, with focus on MOB-related projects as well as projects that are internal to Clinical Operations.

  • Plans, schedules, monitors, and reports on activities related to Clinical Operations projects, vendors and process improvement initiatives. Vendor management responsibilities include initial review of vendor versus inhouse management of work, consulting with appropriate clinical areas to ensure contract meets needs of the business and involvement in negotiation of contract terms and ongoing oversight of contract through term.  Process improvement responsibilities include internal Clinical Operations as well as process improvement for the cross-divisional interface between Clinical Operations, HCI, customer service, IT, etc. May lead the project team(s) in determining customer requirements and translating requirements into operational plans. May also combine and assume other roles simultaneously such as product manager and user experience lead along with program manager responsibilities. Creates the Clinical Operations project work plans and is responsible for their execution.

  • May represent Clinical Operations for project approval meetings, ensures appropriate prioritization of Clinical Operations projects (and provides guidance and support to justify critical nature of work).

  • Acts independently to assess and monitor projects, including problem identification, developing potential solutions, implementing them and evaluating outcomes involving various staff as needed. Responsible for troubleshooting and using all resources to find needed answers. This includes assessing when to elevate issues and doing so as needed.

  • Educates and plans trainings for others throughout Clinical Operations regarding project processes and tools used. Writes and speaks fluently on all aspects of work.  Communicates effectively with users/customers, colleagues 2-3 levels up/down and across a range of disciplines, and all levels of management.  Able to translate needs of users to technical staff as appropriate.

  • Acts as lead and as contact, company-wide, for projects and vendor contracts related to Clinical Operations. Responsible for answering questions regarding project and education for project internally and externally.

  • Responsible for the creation and deployment of monitoring reports of the Clinical Operations “book of business” project work that does not fall into the Strategic Project Monitoring done by the PMO.

  • Responsible for enhancing communication within and outside Clinical Operations for key Clinical Operations priorities, project work, vendor oversight work and other impact of Project Management work cross divisionally (may design and deploy newsletter and other communications vehicles).

  • Meets with management, sponsors, and project teams to review project scope/progress and resolve project issues.

  • Establishes appropriate metrics for measuring key project criteria. Develops, proposes, and negotiates project proposals, quotations, and add-ons to leadership and the customer. May be responsible for preparing incoming management for transition from implementation to operating stage. Maintains currency on emerging technologies and project management techniques.

  • Selects and applies appropriate tools to accurately estimate and plan the work of teams or project groups within agreed policies.  Produces work plans according to required standards.  Works with colleagues to produce/recommend/develop long-term plans.

  • Fosters a positive environment of continuous process improvement.  Constantly exploring ways to increase efficiencies and productivity, reducing waste, and reducing costs.

  • Monitors and reports on the progress of the resolution of high impact problems according to established standards, including handling exceptions and scope change requests for appropriate decisions.

  • Acts professionally at all times and encourages professional standards among staff.

Level II (in addition to Level I essential responsibilities/accountabilities):



  • Represents leadership of supported areas in decision-making responsibilities, attendance at committees, meetings and workgroups as it relates to the project.

  • Matrix manages cross-functional teams:  Clinical Operations, customer service, operations, provider relations, contracting internal IT, outsource partners, contractors, third-party consultants, etc., in delivering solutions.

  • Determines, monitors, and reviews all project economics to include project costs, operational budgets, staffing requirements, project resources, and project risk. Identifies and assembles the appropriate blend of talent and additional resources to meet project needs and requirements.

  • Formulates contingency plans to address schedule revisions, manpower adjustments, fund allocations, and work requirements.. Controls project requirements, scope, and change management issues.

  • Coaches and counsels members of cross-functional teams to accomplish projects, meet established schedules, or resolve technical/operational issues.

  • Responsible for managing multiple project teams. Guides and mentors project management implementation team and fosters positive attitudes among staff regarding quality and excellence of execution to ensure that delivered product meets department needs.

  • Mentors and trains new staff within Clinical Operations on Excellus methodology, processes, and current activities related to project management work. 

Level III (in addition to Level II essential responsibilities/accountabilities):



  • Serves as a change leader, developing and implementing strategies that will benefit the Health Plan.

  • Represents leadership of supported areas in all activity pertaining to related projects, including decision-making responsibilities, attendance at Cross-divisional and regional leadership committees, leadership meetings and workgroups. May represent Clinical Operations leadership externally.

  • Works directly with senior management to determine impact of C work and proactively identify areas of risk and political exposure - creates preemptive plans and deploys to mitigate risk.

Level I:



  • Bachelors degree in a related field is required. RN or clinical background preferred.

  • Minimum of 5 years demonstrated performance in healthcare administration, operational management, or other related area.

  • 3 years of Project Management experience.

  • Demonstrated leadership skills.

  • Demonstrated skills in developing and achieving project scope, costs, planning and meeting project deliverables.

  • Demonstrated skills in forming and fostering high performance, cross-functional teams.

  • Highly Effective communicator.

  • Demonstrated skills in quality principles, especially root cause analysis and problem solving.

  • Very strong analytical and business process development skills.

  • Strong organizational and multi-tasking skills.

  • In-depth knowledge of application delivery, management structures, and reporting procedures. 

Level II (in addition to Level I essential responsibilities/accountabilities):



  • 5 years Project Management experience

  • 3 years of experience managing cross-functional teams.

  • Experience coaching and mentoring on process improvement and project management.

  • Ability to apply process improvements to matrixed environments. 

Level III (in addition to Level II essential responsibilities/accountabilities):



  • 8 years Project Management experience

  • 5 years of experience managing cross-functional teams.

  • Experience training individuals and teams on process improvement and project management.

  • Ability to apply process improvement to large systems and matrixed environments. 

Physical Requirements:



  • May require travel between the health plan regions.
