Job Description:

Minimum Requirements


  • Bachelor's degree in Early Childhood Education or related field

  • Five years experience working in childcare, CCR&R, or other early childhood education field

  • Currently hold an Early Childhood Education Certification - Level 11 or higher or willingness and ability to obtain.


  • Skills and Abilities:


  • Knowledgeable about child development, quality childcare, and early childhood education.

  • Considerable knowledge in the NC Child Development and Early Education rules and regulations.

  • Ability to establish rapport community stakeholders and early childhood professionals

  • Excellent written and oral communication skills.

  • Preferred Requirements


    Master's degree in Early Childhood Education or related field

    Primary Functions of Position


    Provide oversight to the Regional Lead Child Care Resource and Referral agency serving a 7-county territory of Bladen, Brunswick, Columbus, Duplin, New Hanover, Pender, and Sampson counties. to ensure statewide and regional project goals and outcomes are accomplished. This commitment includes but not limited to CCR&R Core Services, Infant/Toddler Enhancement Project, Promoting Healthy Social Behaviors, School-age and Quality Enhancements in childcare settings projects.



    Essential Duties:


  • Leads, plans, promotes and supervises these program areas to ensure effective service delivery and compliance with funding contracts:
  • Technical assistance & professional development for Region 4 child care providers

  • Consumer education and referrals, a 7-county parent referral service

  • Regional Healthy Social Behaviors project

  • Regional Infant-Toddler project

  • Early Childhood Technical Assistance program

  • Annual Child Care Professional Conference

  • Develops contracts and budgets for CCR&R Council-funded activities

  • Coordinate and convene regular regional collaboration meetings, at least once per quarter

  • Ensures all projects adhere to statewide core services and special initiatives delivery protocols and expectations.

  • Ensures quality data collection, analysis, and reporting on CCR&R activities.

  • Analyzes childcare availability and quality and conduct related public awareness activities.

  • Provides direct services as needed including referral calls for Child Care Search and planning of professional development events.

  • Promotes high quality training and technical assistance for childcare in Region 4 by fostering collaboration among Smart Start-funded child care related activities and with other organizations that serve child care providers.

  • Approves expenditures in accordance with approved budgets for funded activities.

  • Seeks and writes grants to various public and private funders for support of enhanced services.

  • Supervises 5-10 employees, including approval of timesheets, monitoring of leave usage and balances, and approval and monitoring of service-related travel expenses.

  • Develops and implements communication and outreach activities necessary to ensure public awareness of overall agency and specific CCR&R Services as well as enhanced community/childcare related services.

  • Collaborates with other entities providing CCR&R, child and family services in the Region 4 service delivery area.

  • Develops and oversees maintenance of the CCR&R database.

  • Oversees all provider and parent data entry.

  • Coordinates the scheduling of all CCR&R workshops, and files for childcare in-service training credits through the Divisions of Child Development.

  • Conduct meetings with regional stakeholders as required and when needed.

  • Oversee scheduling and delivery of regional professional development to meet contract deliverables and outcomes.

  • Attends supervisory meetings with statewide program managers and special initiatives specialist as scheduled.

  • Provides fiscal and programmatic monitoring of sub-contracted CCR&R agencies in the region.

  • Provides documentation for fiscal and programmatic monitoring of federal and state contracts.

  • Develops and distributes written materials on choosing quality childcare and quality issues.

  • Advocates on a local, state, and federal level for quality childcare and other support services for families and children.

  • Collaborates with the regional business communities to assess employer and employee childcare needs and assists them in developing solutions related to childcare issues and concerns.

  • Travels as needed to attend and provide professional development opportunities, trainings, presentations, etc.

  • Other duties as required by program funding contracts or as needed.

    The successful candidate must begin work by June 13, 2022. Starting salary will be commensurate with qualifications, experience, and labor market. Excellent references from previous employers must be furnished upon request.
