The Concept Development Engineering Senior Manager is responsible for feasibility screening, project conceptualization (cost and scope), and record of potential projects that fulfill Enterprise Products’ strategic goals and integrate needs of all stakeholders. Stakeholders include Commercial, Asset Optimization, Operations, Field Engineering, Environmental & Permitting, Process Engineering, Measurement, Hydraulics, Systems Planning, Land / Right of Way, Power, Electric & Reliability, Capital Projects, Vendors, Cost Estimation and Tools, Tariffs, Legal, Integrity & Compliance, Drawing & Drafting, Technical Codes & Standards, Procurement, Evolutionary Technology, and potential Customers. Support Commercial in technical meetings with potential customers.   Other responsibilities include, but are not limited to:


  • Work with stakeholders to understand project scope and needs to accurately develop and clearly communicate project conceptual engineering design, technical support, and business value and costs for all Engineering Service Requests (ESRs) in a timely manner.

  • Scope development includes all levels of engineering and design ranging in complexity for natural gas gathering, treating, processing, transportation/storage; NGL transportation, fractionation, storage and export/import terminals; crude oil gathering, transportation, storage and export/import terminals; petrochemical and refined products transportation, storage, export/import terminals and related services; and marine transportation. 

  • Utilize historical projects and evolving technology research to design new conceptual projects and improve Enterprise Products strategic goals, business value, and operations.

  • Develop a scope of work, design basis, preliminary schedule and cost estimate for plants, pipelines, and facilities and assisting commercial in the financial analysis of the proposed project in order to make a go/no-go decision.

  • Provide direction to technical support staff in completing assignments.

  • Mentor junior staff members on skill development.

The successful candidate will meet the following qualifications:



  • A minimum of an Engineering or technical degree is required. An MBA is preferred.

  • 10 plus years of experience years’ experience as a pipeline or plant engineer dealing with all aspects of project development and execution is required.

  • Experience with hydraulic/process analysis and simulation software tools is required. 

  • Proficiency in Microsoft Office, especially Word, Excel and PowerPoint, is required.

  • Proficiency in Google Earth.

  • Experienced in project management on major capital projects is required.

  • Exposure to operations requirements is preferred.

  • Exposure to financial evaluation of projects is preferred.

  • Must be competent in directing others, including technical support staff.

  • Must possess excellent analytical skills and have the ability to successfully analyze projects as envisioned and develop practical conceptual designs necessary to meet project requirements. 

  • Must have some exposure to financial analysis models and the requirements associated. 

  • Must have effective communication skills, both verbal and in writing, across all levels of the organization and with both internal and external customers.

  • Demonstrated strong collaboration, influential leadership, facilitation, and/or Project Management Professional Certification (PMP) required.

  • Must office and work from Enterprise Products’ downtown office at 1100 Louisiana St., Monday – Friday.
