Job Description:

Heluna Health invites applicants to apply for the position of Assistant Project Manager supporting LA County Department of Public Health’s Ending the HIV Epidemic (EHE) project. The EHE project seeks to reduce HIV transmission, increase linkages to care, increase Pre-exposure prophylaxis program (PrEP) enrollment for high priority populations, and respond to HIV outbreaks as quickly and efficiently as possible. 

The Assistant Project Manager should understand the context of assignments and be flexible and adaptable to changing priorities. This project is part of CDC funding dedicated to reopening schools nationally through the American Rescue Plan Act of 2021. 

The Assistant Project Manager works closely with the Project Manager and other team members with work related to multiple stakeholders to implement processes and programs throughout the varying projects. This position is responsible for providing support to the Project Manager in overseeing the day-to-day program activities and ensure all deliverables and expectations of the program are being met when the Project Manager is out of office.  The Assistant Project Manager will provide guidance to administrative staff and the program’s Project Coordinators. This position will help the Project Manager in the development of policies and procedures as needed and develop and maintain reports in the case of absence of the Project Manager.  

The ideal candidate must possess outstanding management skills and experience working with diverse communities.

This is a temporary, grant-funded, full time benefited position through February 2025. Employment is provided by Heluna Health.

The pay range for this position is $36.20- $38.46.

ESSENTIAL FUNCTIONS:


  • Assist Project Manager provides leadership of staff when Project Manager is out of office. 

  • Committed member of a multidisciplinary project team in Heluna Health’s Reopening of Schools Project Management Office; makes and tracks assignments as assigned from the Project Manager; helps the Project Manager in the development/refinement of procedures and communication channels to improve operations; helps the Project Manager in the maintaining of excellent communication/coordination across project team and LA County EHE team, as well as with external partners.

  • Assists in responding to queries by LA County EHE Team, Subcontractors and other Stakeholders as assigned by Project Manager.  

  • Assists with preparing written reports or summaries of responses to queries, situation updates, and other issues as assigned by Project Manager.

  • Participates in the development and implementation of project budgets, implementation of work plans, progress reports, and subcontractor deliverables. 

  • Assist in developing and monitoring work plans, contract deliverables, and reporting for compliance with time frames and funding requirements and develop recommendations for accomplishing program deliverables.

  • Participates in EHE calls and meetings, including making presentations to LA County.

  • Ensures compliance with all Heluna Health policies.

  • Manages various aspects of subcontractor oversight including reporting, responding to queries, etc.

  • Develop RFPs, compile responses and evaluate applications for subcontractor selection.

  • Performs other duties as assigned.

JOB QUALIFICATIONS:


  • Have a professional, positive attitude and work ethic.

  • Ability to multi-task effectively, prioritizing and managing assigned tasks in a timely manner. 

  • Minimum of one year of experience working in project coordination activities. 

  • Knowledge, skills and ability to use computer applications and online based systems as part of performing, documenting, and tracking daily work activities and assignments.

  • Excellent communication and organizational skills.

  • Possesses excellent verbal and written communication skills (technical, and non-technical).

EDUCATIONAL/EXPERIENCE: 


  • Possession of a Bachelor’s degree from an accredited college or university with a major in Health Care Administration, Public Health, Nursing, Health Education, Social Welfare or a closely related field preferred.

  • One (1) year of full-time, or its equivalent, experience in a healthcare organization, public health agency or community program performing administrative or program management duties.
