Toth and Associates, Inc (TOTH) is currently seeking Contract and Procurement Specialist candidates to add to our growing team. The position coordinates a variety of activities associated with procuring materials and contracting labor for the construction of electric utility projects. The Contract and Procurement Specialist will support the transmission department by performing contract and materials acquisition tasks on a day-to-day basis, plus developing and maintaining a system of vendor qualification, competitive bidding, contracting, and record keeping that delivers the information, material, and labor required by TOTH’s client base and conforms to applicable legal and administrative constraints.

Duties and Responsibilities:


  • Design labor and material primary construction contracts based off the client’s needs.

  • Design material contracts on a project by project basis.

  • Collaborate with engineering staff to develop and distribute bid documents to eligible vendors for construction, engineering and right of way clearing.

  • Maintain bidding procedures that solicit competitive proposals and comply with regulatory standards.

  • Assist clients to award purchase orders and contracts; lead the design team’s administrative responsibilities over the life of each contract from initial award to final delivery and close-out.

  • Verify construction as build units per project, and invoice work completed to the client.

  • Maintain a pattern of correspondence and record keeping that delivers timely, accurate, and appropriate information to co-workers, clients, and vendors.

  • Provide constructive feedback to the design team to improve the quality of procurement documents and contracts.

  • Manage qualified vendor lists and preferred vendor contact information on a client-by-client basis.

  • Perform contract administration which includes creating request for proposal packages, executing, and closing out contracts.

  • Invoice management for construction, material, and ROW clearing contracts.

  • Manage Contractor Submittals and RFI coordination between engineers and the contractors.

  • Organize and store documents on the network for each project.

  • Print and mail construction contracts and crawings to clients and contractors.

  • Provide final closeout deliverables to client.


  • Bachelor's degree or equivalent and relevant job experience.

  • Experience with the development of project proposals, validating details, estimation, and tracking.

  • Oversees the development of procurement packages for engineered project materials

  • Effectively project schedules and expenditures against budgets, and prepare status reports.

  • Ability to quickly reorganize priorities as circumstances dictate for team members and multiple projects.

  • Adapt and manage time easily with frequent interruptions and frequent changes in workload.

  • Leader among team members in establishing and maintaining cooperative working relationships with co-workers and the public.

  • Possess strong interpersonal and communication skills, critical thinking skills, and demonstrate a problem-solving mentality.

  • Effective client management, leads projects with intent to generate a repeat client in every instance.
