Job Description:

•Conducts financial and programmatic reviews of Weatherization Assistance Program (WAP) subgrantees by reviewing documents, records, journals, general ledger, and other supporting documentation to assess the accuracy and reliability of program and fiscal records. Duties require some travel to perform the on-site reviews at the sub-grantee offices throughout the state.
•Prepares detailed written reports of findings and recommendations for improvement from sub-grantee programmatic and management monitoring visits. Maintains a tracking mechanism for the receipt, review and disposition of findings identified in individual fiscal monitoring reports.
•Reviews the Certified Public Accountant audits of Weatherization Assistance Program sub-grantees for compliance with 2CFR200 and 10CFR440. Resolves questioned costs and findings of non-compliance.
•Reviews and processes the monthly reimbursement requests from Weatherization Assistance Program sub-grantees
•Provides fiscal and programmatic training and assistance to the staff of WAP sub-grantees as needed.
•Reconciles sub-grantees' budgets and expenditures with the NDEE's Accounting Division.
•Calculates aid agreement budgets for sub-grantees of each Funding Source. Assists in the review and preparation of sub-grantee aid agreement documents and amendments.
•Plans and coordinates energy grant management process, such as the annual application, monitoring, and budgeting of funds for the Weatherization Assistance Program to ensure rules and regulations are complied with.
•Maintains NDEE Building Check and Job Order (BCJO) database including adding new aid agreements, updating user roles and information, reporting database issues to the developers, and assisting with training users.
•Other duties as assigned.

The Nebraska Department of Environment and Energy has a full-time opportunity available for a Federal Aid Administrator III in the Weatherization Assistance Program Section located in Lincoln, Nebraska.


What you will do!
You will serve as a Federal Aid Administrator in the Weatherization Assistance Program (WAP). WAP is funded with US Department of Energy (DOE), US Department of Health and Human Services (HHS) Low Income Heating and Energy Assistance Program (LIHEAP). You will be responsible for providing financial and programmatic oversight over the Nebraska Weatherization Assistance Subgrantees. This position provides essential and required monitoring of subgrantee agencies to meet federal, state and local programmatic and fiscal compliance. You will also be responsible for reviewing and understanding federal and state statutes, rules, and regulations associated with agency projects to determine their application to fiscal and grants management practices. You will also assist with providing fiscal and programmatic training.

Work schedule: Monday - Friday - 8:00 a.m. - 5:00 p.m. Flexible schedule, remote work, and 10-hour workdays allowed after six-month probation and/or with management approval.

Requirements / Qualifications:




Minimum Qualifications: Bachelor's degree in grants management, business administration, public administration, accounting, budgeting, or related fiscal field, and four years' experience in grant management, contract administration, accounting, budgeting, or other fiscal related areas of work. Additional years of experience in the area listed may substitute for the required education, on a year-for-year basis.



Preferred Qualifications: Master's degree in grants management, business administration, public administration, accounting, budgeting, OR related fiscal field, and four years' experience in grant management, contract administration, accounting, budgeting, OR other fiscal related areas of work.



Other: Valid driver's license or the ability to provide independent transportation; Occasional overnight travel 5 - 10%; ability to lift 30 pounds; able to maintain regular and reliable attendance.



Knowledge of: grants and contracts processing and monitoring; accounting principles, practices, methods, and procedures; budgeting procedures; computer capabilities and applications. State and federal statutes and legislation regarding aid administration; agency and state fiscal policies, rules, and regulations.



Skills: quantitative and analytical review; planning and organizing; decision-making; effective communication.



Ability to: analyze financial transactions; work independently, with little supervision; work effectively with staff in other divisions and agencies; complete accurate reports; work under pressure; to meet deadlines.
