Job Description:

Liaison Analyst, Joint National Training Capability (JNTC)

Provides exercise design and development scenarios. Provides analysis and advice on strategic, operational, and tactical assessments. The Liaison Analyst will conduct studies, needs assessments, requirements analysis definitions and will work a broad spectrum of tasks requiring analytical skills in a variety of areas of military training, operational planning, research science, military, wargaming, acquisition/business training, and military intelligence capabilities. Liaisons provide reliable, consistent advice and thought-provoking recommendations to various audiences in training and real-world events. The Liaison will conduct their duties co-located with the Service they are assigned and provide expert advice to the Service representatives on JNTC matters and processes. The Liaison will conduct Accreditation and Certification events, mitigation events, and other assessment events as needed in support of their Service programs and sites.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Generate realistic, challenging, and adaptive adversaries (threat emulation) as defined by current Chairman, Joint Chiefs of Staff instruction.
  • Research up to current TS/SCI level information on identified threat orders of battle, up to the combined arms army level, and their associated tactics, capabilities, vulnerabilities, and intentions across the range of military operations.
  • Design, Develop, and Adapt sound tactical adversary plans for each specified exercise.
  • Facilitate adversary debriefs and after-action reviews immediately following exercises JNTC leads or participates in.
  • Submit key insights, lessons learned, and best practices to the Trends Reversal, Reinforcement Program manager via established formats and procedures following each exercise.
  • Analyze, develop, validate, and document exercise design products for the training audience to meet current training objectives for service specific, joint, and combined exercises across the ROMO.
  • Design, Develop, and Adapt sound tactical adversary plans for each specified exercise.
  • Review relevant studies, briefs, and documents to identify major C5I gaps that should be considered for Joint Operations.
  • Shall understand the roles and responsibilities and duties of Composite Warfare Commander (CWC).
  • Use Joint exercise design knowledge, Theater Sustainment Command concepts to provide a constructive training environment for exercises/training events/wargames to observe learning outcomes.
  • Develop geographically specific, reality-based, theater-level logistics scenarios, threads, and injects for inclusion into Joint Master Scenario Events List (JMSEL) for JNTC exercises/training events/wargames.
  • Includes Intelligence within Exercise Design for virtual and constructive exercises.
  • Joint Fires Integration SME, Develop, coordinate, synchronize, and manage MSELs during training or virtual and constructive exercises.
  • Includes Joint Naval Amphibious within exercise design.
  • Includes Geographically correct and reality-based threat Electromagnetic (EM) and threads and injects to create catalysts that will exercise a unit's information operations actions.
  • Includes Information Warfare (14 Information Related Capabilities (IRCs) e.g., Information Operations (IO); Civil Affairs (CA); Combat Camera (COMCAM); Military Information Support Operations (MISO); etc.). within exercise design.
  • Provide support for formal learning programs and Battle Staff Training.

EDUCATION

  • Master's Degree or higher from an accredited institution, or bachelor's degree and military Service or Joint War College graduate.
  • Minimum of 15 years' experience related to military operational experience working with senior General Officer (GO)/Flag Officer (FO)/Senior Executive Service (SES).

  • Knowledgeable in doctrinal approaches to command.
  • Skilled in developing a command philosophy that reflects the approach to command and is actionable.
  • Knowledgeable in building unit cohesion, will & resiliency.
  • Knowledgeable in doctrinal approaches to training.
  • Practiced in developing training guidance.
  • Knowledgeable in doctrinal approaches to tactical decision making & planning.
  • Practiced in modeling a thinking enemy and defeat mechanisms.
  • Practiced in crafting commander's guidance & intent.
  • Practiced in commander KSAs for planning and execution.
  • Knowledgeable in multi-domain environment warfighting challenges.
  • Knowledgeable in emerging challenges (EMS, CUAS, SIGMAN, OIE).

CORE SKILLS/COMPETENCIES
Required Knowledge, Skills and Abilities

  • Knowledge of warfighting /staff functions from the company to Marine Expeditionary Brigade (MEB) level.
  • Proficient in computer applications such as Microsoft Word, Outlook, Excel, PowerPoint and/or SharePoint.
  • Provides exercise design expertise to all areas of the MCTOG program.

WORKING CONDITIONS

  • Required to sit or stand for extended periods of time and maintain focus.

SPECIAL POSITION NOTATIONS

  • Occasional travel CONUS/OCONUS may be required.
  • Qualification as an authorized company driver is required. All authorized company drivers must have a valid driver's license, current automobile insurance, and a driving record that is acceptable to the company's auto insurance provider.

  • Secret Clearance Required
