Job Description:

POSITION OVERVIEW

Under the general direction of the Human Resources Director, the People Systems Administrator analyzes work process design and flow, improves processes, and leverages the return on technological capabilities.  The People Systems Administrator builds project plans, ensures adherence to project schedules, maintains a systems orientation, and can work effectively with peers to set technology priorities and conduct long-term planning. This position also serves as a technical point of contact for all assigned functional areas of Human Resources. It assists subject matter experts with ensuring data integrity, testing system changes, report writing, and analyzing data flows for process improvement opportunities. The People Systems Administrator also supports HRMS upgrades, patches, testing, and other technical projects as assigned. Utilizing analytics, this position also reviews job requirements and evaluates positions to ensure the authority stays competitive in the areas of salaries and employee benefits. 

COMPENSATION: $96,500 and up based on experience.

POSITION ACCOUNTABILITIES

HRIS

·         Services as HRIS Product Owner collaborating with executive leadership, HR staff, and IT staff to identify system improvements and enhancements. Recommends and implements solutions through a comprehensive approach, ensuring alignment with organizational goals and technical feasibility.

·         Conduct user acceptance testing (UAT) and gather feedback to ensure that delivered solutions meet business requirements and user needs.

·         Documents process and results dictated by authority business rules and procedures. 

·         Monitor performance of all HR systems, and provides support including researching and resolving HRMS problems, unexpected results, or process flaws; performing scheduled activities; recommending solutions or alternate methods to meet requirements. 

·         Generates reports/queries, including writing, maintaining, and supporting a variety of reports or queries utilizing appropriate reporting tools. Assists in development of standard reports for ongoing customer needs. Helps maintain data integrity in systems by running queries and analyzing data. 

·         Conducts training, including developing user procedures, guidelines, and documentation. Trains clients on new processes/functionality. Trains new system users. 

·         Consults and works collaboratively with IT function to develop and administer plans for HRIS applications.

·         Maintains awareness of current trends in HRMS with a focus on product and service development, delivery, and support, and applying key technologies. Examines trends in information systems training, materials, and techniques. Through classes, reading, CBTs or other mechanisms, continuously increases both HR knowledge and HRIS application/tools knowledge. 

·         Maintains HRMS system tables. Conducts system and data audits, verifies accuracy of new or revised HRIS components, methods, or processes; develops and runs audits to ensure accuracy of data entry.

·        Implements business processes that streamline and enhance workflows.

·         Main point of contact for HR with Payroll function.

·         Serves as a resource to the HR department regarding HRIS applications and software that organize human resources and personnel records. 

Employment

·         Prepares and maintains job descriptions for each position in the organization; ensures descriptions accurately reflect the work being performed by incumbents. 

·         Interviews and surveys employees and managers to gather and document job, organizational, and occupational information including duties, responsibilities, and skills required by each job. 

·         Assist with assessing jobs and their respective duties to determine classification as exempt or nonexempt and appropriate salary range. 

·         Benchmarks jobs against survey data and other market intelligence to determine competitive compensation ranges for each position ensuring internal equity.  

·         Prepares and presents summary reports of job analysis and compensation analysis information.

·         Gathers data from market-based compensation surveys; uses spreadsheet and data analysis techniques to assess results and market trends. 

·         Evaluates and implements job analysis instruments and materials.

·         Conducts data and cost analyses to be used in employee negotiations and collective bargaining agreements. 

·         Research employee benefits in similar industries; based on findings, recommends changes or updates to the authority’s existing benefits or policies to remain competitive.

·         Utilizes interpersonal skills when working with various customers and peers to accomplish project goals.

·         Participates in user group meetings/conferences and assists with special projects.

·         Provide customer service support to internal and external customers.

·         Maintains a high level of confidentiality and conducts behavior professionally.

·         Performs other related duties as assigned.  

MINIMUM QUALIFICATIONS

·         Bachelor’s degree in Human Resources or related field required. 

·         Five years related experience in a Human Resources Professional role, including experience in the development and administration of an HRIS required. 

PREFERRED QUALIFICATIONS

·         Experience with agile development methodologies and tools. Certification in Agile (e.g Certified Scrum Product Owner)

REQUIRED FOR ALL HCAA JOBS

·         In the event of an emergency or disaster that impacts the Hillsborough County Aviation Authority (HCAA), an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department or the HCAA Emergency Operations Center (EOC). Such assignments may be before, during, or after the emergency/disaster.
