Position Summary

The Baker Institute is seeking a Research Scholar to develop a research agenda examining rule of law issues in Mexico, including impacts on U.S.-Mexico relations. Under the supervision of the director of the institute's Center for the United States and Mexico, the Research Scholar will conduct research and translate results into timely and relevant public policy recommendations for audience in government, academia, and the private sector, as well as the general public. The position will also be responsible for supporting the Center's fundraising efforts to expand the rule of law research agenda through grants and gifts.

Founded in 1993, the Baker Institute for Public Policy has established itself as one of the premier nonpartisan public policy think tanks in the country. As an integral part of Rice University, the Baker Institute has a strong track record of achievement based on the work of its fellows, scholars, Rice faculty scholars and staff. The Institute collaborates with experts from academia, government, the media, business, and nongovernmental and private organizations.

This is a full-time, benefits-eligible position. *Exempt (salaried) positions under FLSA are not eligible for overtime.

Required Qualifications


  • Master's degree in Political Science, Health Law, International Relations or related (rule of law) field of study
  • Three (3) years of work experience involving each of the following:

    • Conducting policy research on rule of law issues in Mexico
    • Collaborating with other scholars and organizations on related topics in the U.S. and Mexico
    • Communicating research findings through media appearances, public testimony, or academic conferences in the U.S. or Mexico



Essential Functions

  • Identifies issues for research and analysis to develop a policy research agenda on the rule of law, including corruption, in Mexico and the role that the rule of law and interconnected policy areas play in the binational U.S.-Mexico relationship.
  • Maintains knowledge of relevant government policies and decisions.
  • Collects, analyzes, and interprets data and other relevant information from government documents, statistical sources, and media to produce research publications which provide findings, recommendations, and conclusions on rule of law issues.
  • Translates research results into timely and relevant public policy recommendations for dissemination through academic publications, written reports and public presentations or testimony.
  • Provides media commentary on rule of law issues and events through opinion articles, blogs, and policy briefs.
  • Collaborates and consults with local, national, and international government officials, research organizations and relevant experts to inform the research agenda and make related recommendations.
  • Prepares and submits applications for external funding for specific research projects and manages the implementation of funded projects.
