Job Description:

ESSENTIAL JOB FUNCTIONS: Works under the direction of the City Treasurer and is the liaison between Information Systems, tax software vendor and the Treasury. Provides senior level support for the technical functions for Treasury systems that includes developing, evaluating, implementing, monitoring, and upgrading Treasury system's software and hardware. Acts as administrator of the Treasury tax system. Provides support with system development on all phases. Assists with writing, modifying, and running applications that accurately and efficiently prepare property tax billings which includes annual, delinquent, assessment change, ownership change, roll-back, Chancery, tax sale and special billings. Works with the Assessor, State Assessed Property and Downtown Memphis Commission offices to digest property tax files into the Treasury system. Coordinates system reports to provide the Office of the Trustee with taxpayer activity. Prepares files to send to the print vendor and ensure print files are received and processed accurately and timely. Maintains inventory of blank tax bills, receipts, and processes replacement orders to ensure Treasury always maintains an ample supply. Reviews, verifies, and approves all print vendor invoices for payment. Analyzes and reports tax system errors to the City Treasurer. Maintains an error and corrections log of the system errors reported. Develops testing strategies to ensure accurate processing of tax bills. Interacts with Information Technology personnel to report and assist with any connection, system, or data problems. Assists with the e-payment vendors with reporting and correcting any payment errors. Works closely with First Horizon Bank to define and perform error corrections. Creates and executes reports necessary to answer Open Records requests in a timely manner. Interacts and communicates with vendors, management, attorneys, government officials, and agencies. Implements policies and procedures for workflow and data accuracy relevant to Treasury tax and revenue collection processing and recording. Assists in bi-monthly Accounting reconciliation. Ensures proper security protocols for Treasury systems. Performs functions as directed by the City Treasurer.


 OTHER FUNCTIONS:



  1. Serves as the Disaster Recovery Coordinator and Finance’s Internet and Intranet liaison for the city’s Website.

  2. Performs additional functions (essential or otherwise) which may be assigned. 


TYPICAL PHYSICAL CONDITIONS: Requires the ability to work with microcomputers, peripheral devices and related software. May be required to move and lift computer equipment (weighing up to 40lbs.) Requires the ability to


communicate with staff and various levels of employees in the City government, and vendors.


TYPICAL WORKING CONDITIONS: Work is performed in an office environment.


MINIMUM QUALIFICATIONS: Bachelor’s degree in Computer Science, Management Information Systems or related field with substantial course work in computer programming and at least six (6) years of work experience in a technical support capacity with at least one (1) of the six (6) years in Structure Query Language (SQL) writing; or any combination of experience or training which enables one to perform the essential job functions. Working experience using various computer software programs such as Microsoft Office, Oracle Applications, and Oracle Database preferred.


The City Charter requires that City Employees must establish residence within Shelby County within six (6) months from date of Employment. Proof of residence will be required at the time of hire.
