PRIMARY PURPOSEThe Program Manager, PM&R Quality is responsible for the overall quality programs within PM&R. This would include, but not be limited to, accuracy and completion of the Inpatient Rehab Facility-Patient Assessment Instrument (IRF - PAI) for each rehab patient, data transmissions to Center for Medicaid and Medicare (CMS), and managing data for departmental dashboards, performance improvement projects and overall departmental metrics.MINIMUM SPECIFICATIONSEducation- Bachelor's degree in Physical Therapy from a school accredited by the American Physical Therapy Association OR- Bachelor's degree in Occupational Therapy from an accredited university OR- Master's degree in Speech - Language Pathology from an accredited university; with completion of a nine-month clinical fellowship.Experience- Must have five years of patient healthcare experienceEquivalent Education and/or Experience- May have an equivalent combination of education and/or experience in lieu of specific education and/or experience as stated above.Certification/Registration/Licensure- Must have current licensure with the Board of Physical Therapy Examiners for Texas, or have temporary licensure in Texas. OR- Must be registered as a licensed Occupational Therapist by the State of Texas or be eligible for registration. Completion of Texas registry requirements is required within six months of receiving a temporary license. OR- Must be licensed by the Texas State Board of Examiners for Speech - Language Pathology and Audiology. Must hold a current Certificate of Clinical Competence (CCC) issued by the American Speech and Hearing Association (ASHA).- Must have Quality Indicator Credentialing Exam within 30 days of placement in job.- Must attend NAHQ course and obtain certification within 30 days of placement in job.Skills or Special Abilities- Must have proven written and verbal communication skills.- Must be able to demonstrate a working knowledge of personal computers, including knowledge of word processing, spreadsheet and database software.- Must be able to think creatively and analytically.- Must be detail oriented.Responsibilities 1. Manages a quality management program to ensure high quality patient care, customer satisfaction, and Clinical Practice Guideline adherence. Provides an avenue for increased quality management communication with all necessary departments.2. Implements, monitors, evaluates, and reports on details regarding the quality management program to the Medical Director, Director, and other reporting agencies.3. Coordinates all aspects of and ensures completion of the computerized Inpatient Rehabilitation Facility - Patient Assessment Instrument (IRF-PAI). Compares actual knowledge of the care provided to the patient and the information contained on the IRF-PAI. Interfaces with inpatient rehab team to keep apprised of the length of stay relative to the patients Case Mix Group (CMG).4. Performs audits on clinical documentation and billing information to assure accuracy and consistency of documentation. Gives feedback to management and appropriate staff on audit results.5. Retrieves, analyzes, collates and trends data from multiple sources for ongoing monitoring at the unit/department level. Develops reports, graphs, and presentations to distribute the data and presents in various meetings as assigned.6. Collaborates with departmental and physician leadership in identifying and monitoring trends in patient care and develops action plans as required to ensure quality outcomes.7. Trains staff on IRF PAI Quality Indicators and other required measures as needed to document clinical outcomes.Job Accountabilities 1. Identifies ways to improve work processes and improve customer satisfaction. Makes recommendations to supervisor, implements, and monitors results as appropriate in support of the overall goals of the department and Parkland.2. Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices.3. Maintains knowledge of applicable rules, regulations, policies, laws and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding.
