Job Description:

Position Title: Vice President, State Government & Regional Affairs

Department / Supervisor: Government Affairs (02) / Chief Advocacy Officer, Head of External Affairs

FLSA Status: Exempt

Purpose of Position

To develop and implement AdvaMeds state government relations program and serve as senior lobbyist on behalf of AdvaMed in the states. To work with member company representatives, AdvaMed staff and consultants to develop advocacy strategies and obtain consensus around action plans to influence policy issues.

Essential Duties of Position


  • Plans strategies to ensure that AdvaMed is effectively representing member interests at the state level and before state legislatures and administrations

  • Identifies state legislative initiatives that present threats as well as opportunities relating to medical technology access

  • Works to stop or amend legislation that threatens the industry

  • Works to present and/or pass legislation that benefits the industry

  • Promotes medical technology industry in assigned states

  • Administers and cultivates the State Affairs Working Group

  • For ad hoc issue-specific groups, communicates AdvaMed concerns to state legislators and staff by participating in meetings, submitting letters, presenting testimony as appropriate, and engage member companies in association advocacy efforts.

  • Designs and utilizes advocacy materials, including background papers, letters, testimony, and calls-to-action

  • Identifies and develops third-party allies to increase support for key initiatives

  • Designs and implements strategies to proactively educate key state legislators on the benefits of medical technology

  • Tracks state legislation through an online database, regular communication with members, and regular monitoring of state legislative and regulatory websites

  • Communicates to members on state device-related initiatives through legislative updates, Board briefing book, and memos

  • Maintains regular contact with member company representatives, regional groups, and key state government officials

  • Shares information with appropriate AdvaMed staff on potential precedent-setting state issues and keeps staff updated on developments

  • Manages activities of retained lobbyists and other consultants

  • Responds to inquiries from state officials for information and assistance

  • Prepares testimony and submits/presents testimony on behalf of industry and members when asked.

  • Maintains and builds contact with state and regional device associations; coordinates in-state group advocacy on AdvaMeds priority issues

  • Acts as an ambassador for AdvaMed and assists with new member recruitment

  • Travel Requirements: Up to 50%, domestic, depending on geographic area assigned

Knowledge, Skills, and Abilities


  • Knowledge of federal and state legislative and regulatory processes

  • Ability to develop strategic plans for accomplishing state legislative and regulatory priorities

  • Excellent oral and written presentation skills

  • Exceptional ability to present to working groups and build trust and collaboration

  • Exceptional ability to analyze complex issues and develop public policy proposals

  • Ability to persuade others and build consensus with senior level government officials

  • Ability to handle and navigate conflict

  • Ability to establish and maintain effective working relationships with state policymakers

  • Knowledge of electronic research methodologies

  • Excellent organizational and analytic skills

  • Proficient in the use of relevant Microsoft Office Suite software

Specifications



  • Minimum Education Required: Bachelors degree, preferably in political science


  • Minimum Experience Required: 10+ years experience in state government relations with a company or trade association; 10+ years lobbying experience
