This position is for an Outside Battery Limit (OSBL) Project Manager to cooperate, facilitate, encourage and support the customer / EPC and their Subcontractors to the best of your ability to achieve the expected project outcomes. The Project Manager is responsible for ensuring that the Basic Engineering and/or site works are properly managed and executed by the customer / EPC and their approved Subcontractors in accordance with the Contract Agreement. This role requires the Project Manager to work and interface with other Company Project Managers, Superintendents, Engineers, Planners, Authorities and the EPC Contractor, Vendors and Subcontractors to ensure key Contract deliverables are met. The key deliverable for FEED (Front End Engineering Design) means Basic Engineering which is conducted after completion of Conceptual Design or Feasibility Study. At this stage, before start of EPC (Engineering, Procurement and Construction), various studies take place to figure out technical issues and estimate rough investment cost. This work is normally contracted to EPC contractors, as an optional contract or through bidding. The product of the activity is called "FEED Package" which amounts up to dozens of files and will be the basis of bidding for EPC Contract. The key deliverables for site works are; safety compliance, environmental management, assurance, budget management and control, project schedule milestones and adherence to the detailed specifications and standards to fully execute the works in accordance with the EPC Contract and EPC Contractor written practices. The general execution scope for the Project Manager OSBL Site works is inclusive of a variety of multiple disciplines and interfaces, typically this will include; • Apply engineering technology to improve safety and environmental related issues • Partner with design resources to achieve designs that are cost effective and technically sound so that all projects are designed efficiently, cost effectively, and have operability against the project premises • Develop the execution strategy for OSBL major project. • Responsible for addressing any regulatory/compliance issues in the continuous framing exercises for operational, maintenance, technical disciplines, and infrastructure. • Responsible for the alignment of all project stakeholders on project milestones. • Ensure alignment with project resource owners, with respect to specific project and overall project portfolio needs, relative to run-and-maintain needs, and assist in resolving any resource conflicts. • Ensure the lesson learned discussions and post-mortems reviews are completed. • Ensure that projects are executed consistent with project management standards. • Ensure integration of work processes across regions and center of excellence (CoE) groups. • Manage a site construction team dedicated to the OSBL • Liaison with EPC Contractor Project Manager, Construction Director, HSE Manager, QA Manager, HR Manager and other key personnel on site. • Establishing the strategy and tactics for the OSBL works with EPC contractor's on-site reps • Liaison with company reps in engineering, procurement, contracts, project controls and commissioning in Contractor Home Office • Liaison with Contractor key personnel reps in the Contractor Home Office • Attending model reviews, constructability reviews and other important reviews in the Contractor Home Office • Ensuring compliance with all HSE and regulatory requirements • Surveillance assurance and reporting on the OSBL works
OSBL responsibilities include: • Marine facilities including Early Beach Landing and Temporary Beach Landing, Material Offloading Facility, Jetty and Loading berths • Onshore facilities include storage tanks, power generation, utilities, services, plant buildings and non-plant buildings • For both the marine facilities and onshore facilities: • Compliance, oversight, guidance and support to the EPC • Support the implementation of the Company HSE Policies and procedures • Support the implementation of the Company Assurance program and processes • Compliance with the Company Security protocols • Provide safety leadership to EPC Contractor to achieve best in class safety performances on site • Actively participate in site leadership safety review, safety walks, site safety briefings and meetings • Monitor and report on EPC compliance to project HSE and Quality Assurance requirements • Monitoring and Review of EPC related Assurance activities and verification documentation • Assure EPC is performing all works in accordance with the approved plans and procedures • Site surveillance and reporting of EPC construction progress against approved schedules • Work closely with EPC construction teams to ensure a concise and clear understanding of all applicable engineering designs, project specifications and standards, • Complete reviews and comments for assurance approvals
You Must Have
• Previous experience in a similar role(s) on a large-scale project(s) with a history of safety leadership, • Minimum of 15 years of relevant industry experience with 5 working on multi-billion oil and gas projects, including management of contractors • Proven track record of working as a Company representative on EPC lump sum LNG projects • Bachelor s degree in a technical field (Engineering Preferred) 15+ years of professional experience in the Chemical/Refining industry. • 10+ years major ($200+ million) project management experience. • Strong understanding of the stage gate project process • Minimum 15 years of Project Management or Project Planning and Control experience and 10 years in a management role • Previous experience in a similar role(s) on a large-scale project(s) with a history of safety leadership, • Minimum of 15 years of relevant industry experience with 5 working on multi-billion oil and gas projects, including management of contractors • Advanced knowledge of general construction activities for Facilities, buildings and associated disciplines, such as survey, civil, structural, piping, mechanical, electrical and instruments • Knowledge of appropriate codes, standards and good construction and engineering practices specifically within the civil, structural, mechanical, piping and electrical construction disciplines
• Leadership experience preferably in an international, multi-site and multicultural business environment • Ability to integrate information from a variety of sources to arrive at optimal solutions to problems • Ability to convey a strong sense of urgency and drive resolution of issues to closure • Experience with supply chain, forecasting, and demand planning • Willingness to raise standards each year to drive organizational excellence • Ability to make sound and timely judgments in ambiguous environment • Track record of improving team performance • Lead/drive change, and influence/mentor others • Experience of managing multiple projects, • Experience with Project Controls Analysis (data, indices, variances, trends, projects), Planning and Integrated scheduling (concepts and work processes). • Ability to travel up to 25%
