H&M is also a founding member of the ET&D Partnership, a collaborative industry partnership working to reduce fatalities, injuries, and illnesses in the electric line construction industry , is currently seeking a Construction Manager to manage Fiber Optic Cable Splicing for our Telecom program operating out of Detroit, Michigan.
This position reports to the Construction Manager. The position is located at the Detroit, Michigan office.
Major Job Elements
Adhere to and advance Henkels & McCoy's Safety/Construction Principles
Work with Project Manager/Construction Manager to plan installations as required.
Provide the work coordination and direction for the Fiber Optic Cable Splicing Team.
Use and understand the fiber optic color code. Read prints, splice assignment schematics, Pre and post splice test data.
Knowledge of both aerial and underground splice closures along with a variety of other closures, cabinets and terminals common to the splicing and termination of fiber optic cables.
Use of fiber fusion splicing machines (including a mass fusion splicing machine) and operate a variety of different OTDR and power meters for both ribbon and loose tube fiber optic cable.
Perform testing utilizing OTDRs, Power Meter/Light Sources and VFLs. Record and document testing per customer specifications.
Maintain a professional working attitude with co-workers and customers at all times.
Daily Work Functions
Assignment to the splicers based on priorities determined by:
Site Activation Schedule
Backhaul Completion Schedule
Ensure that all timesheets are submitted daily to meet H&M requirements
Understand all aspects of the contract as it pertains to necessary information needed for closeout of the splicing requirements. Understand & Implement new M&P's as they become available to the project.
Complete quality and competency checks on the splicing teams on a regular basis. Weekly for the newer splicers and every other week for the experienced splicers. Official assessments to be done every six (6) months.
Ensure all required tracking is updated daily
All safety items for trucks and trailers.
Make sure that all field personnel have all the safety equipment needed and that all safety procedures are followed per H&M requirements.
Make sure that all field personnel have had all the safety training required, which will require coordination with our safety team.

Ladder Climbing Safety
Bucket Truck Training
Weekly truck, tool and equipment inspections to meet H&M requirements. Including ongoing Vehicle & Trailer Logs
Ensure that all testing and splicing equipment is properly maintained and sent out for routine maintenance and yearly calibration.
Ensure that all splicing/test equipment is set up with proper thresholds according to Customer contract requirements
Review splicing requirements that are submitted daily from the splicers to include but not limited to-
Following Customer and H&M Naming Standards
Continued Education and Training with Existing Equipment, New Equipment and New Technologies we encounter throughout the project. Along with implementation of this training/Technology
Schedule all splicing repairs to meet deliverable requirements…ie Splice Loss, Quality of Work, Etc.
Proven experience as a fiber splicer with experience on outside plant or system installations while working from blueprints, specifications, and system documentation.
Will have a thorough working knowledge of most widely used construction practices of fiber cable.
Must have the experience to detect safety issues and work independently.
A pre-employment, on site skills assessment certification will be required. The applicant must successfully prove to the satisfaction of the Construction Manager that he/she possesses the fiber splicing abilities required for this position.
This position requires walking on uneven ground, working in tight spaces and in general. Must be able to perform heavy physical work and perform duties in a safe and efficient manner.
Must be capable of carrying a 24 foot ladder and wear fall protection when needed.
Work up to 6 days per week in an all -weather environment and be willing to travel as required.
