Job Description:

Berkeley Lab s (LBNL) Security and Emergency Service Division has an opening for an Emergency Management Specialist.

In this exciting role, you will work under the direction of and report to the Laboratory s Emergency Manager, the Business Continuity Coordinator will support the Lawrence Berkeley National Laboratory Emergency Management Program through the development and implementation of continuity programs in accordance with DOE O 150.1A and National Security Presidential Directive-51/Homeland Security Presidential Directive-20. You will be responsible for compliance activities to include program documentation, program management, reporting, exercising, and assurance activities. You will work across both operations and research divisions, the incumbent will build and maintain the Laboratory s preparedness and resiliency efforts in response to events that challenge our research mission. This includes working on complex problems and coordinating continuity efforts with subject matter experts from affected organizations to ensure essential supporting activities and capabilities are met.

What You Will Do:

*

Responsible for drafting, updating, managing, and exercising the LBNL Continuity of Operations (COOP) Plan. Ensure that critical elements of the plan are operational and ready for execution. Responsible for all continuity-related program elements and requirements to include program assurance and other activities to meet DOE and LBNL standards.

Work with all levels of management to establish efficient approaches to implement and maintain program requirements and facilitate the integration of program elements with appropriate external stakeholders and internal business and research partners.
*

Coordinate communication, planning, conduct, and evaluation of drills and exercises, utilizing Federal Emergency Management Agency (FEMA) Homeland Security Exercise Evaluation Program (HSEEP) guidelines, in support of the DOE Continuity mission and goals, and validation of DOE COOP plans and procedures in accordance with Presidential Preparedness Directive 40 (PPD 40) National Continuity Policy, OSTP/OMB Directive D-16-1, and Federal Continuity Directives 1 and 2 (FCD 1 and 2).

Advise LBNL leadership on business operations and research continuity program strategies. Serve as an LBNL subject matter expert and spokesperson within the program. Coordinate activities and functions across multiple organizations. Coordinate the development of Business Continuity program documentation and assess the impacts of preparedness policies, plans, and program activities.

Assist the Emergency Manager in meeting institutional and regulatory requirements associated with the development, administration, management, coordination, implementation, and maintenance of the lab s Emergency Management Program.
*

Serve as a member of the Emergency Response Organization responding to incidents or events affecting the safety and security of Lab personnel, the environment, and or property. This position is subject to 24/7/365 recall and assignment on extended hours or during nights, weekends, and holidays; whenever such events occur.

Participate in efforts to ensure compliance with DOE Order 150.1A and DOE O 151.1D and other directives pertaining to COOP and emergency management requirements.

What Is Required:

Bachelor s degree and a minimum of 8 years of relevant experience in the emergency management field or an equivalent combination of relevant education and work experience.
*

Self-motivated with the ability to work in a matrixed environment with minimal supervision.
*

Demonstrated ability to develop and prepare plans and procedures.
*

Demonstrated ability to conduct assurance activities including assessments, issues management, and evaluations.
*

Proven ability to collaborate and partner at all levels, including in a team atmosphere.
*

Proven ability to communicate effectively in verbal and written communication.
*

Proficient with the use of personal computers and applicable software applications. Demonstrated ability to use Windows and MacOS.

Additional Desired Qualifications:

*

Bachelor s degree and a minimum of 12 years of relevant experience in the emergency management field or an equivalent combination of relevant education and work experience.
*

Relevant certification(s) preferred:

*

Standardized Emergency Management System (SEMS) Training
*

Professional Continuity Practitioner or Master Continuity Practitioner
*

FEMA Incident Command Systems (ICS) certifications

*

Experience with DOE Order 151.1D, Comprehensive Emergency Management System, and 150.1A, Continuity Programs.
*

5+ years of experience with DOE emergency management programs.
