HORNE's Government Services focus area is searching for a qualified individual to assist with implementation of environmental projects associated with federal grants and programs related to disaster recovery, specifically for Environmental Field Inspections and Environmental Review Records and evaluations for funding for a HUD CDBG Program.  The position is for an energetic person who will be working mostly in the field performing environmental inspections for multiple projects across the state.

  • Support the project team with National Environmental Policy Act environmental reviews for HUD Community Development Block Grant Disaster Recovery projects

  • Make recommendations for and coordinate resolutions and improvements

HORNE is looking for…

  • A person with a Bachelor’s degree in one of the environmental sciences (Biology, Geology, Environmental, Earth Sciences, Coastal, Wetlands Biologist) or engineering

  • 3+ years’ field experience (Master’s degree counts as 1 years’ experience)


  • Complete environmental inspections for sites in North Carolina to evaluate site conditions including water frontage, drums, storage tanks, contamination, faulty septic systems, vegetations types and impacts, mold, and potential for historical significance

  • Work with internal team in developing proper procedures for NEPA and 24 CFR 58 environmental reviews

  • Communicate progress of projects, problems, and resolutions to internal clients

  • Research and identify complex program issues or problems

  • Make recommendations for and coordinate resolutions and improvements

Required Skills:

  • Proficiency in MS Office applications, including Word and Excel

  • Excellent written and oral communication skills

  • Must pay excellent attention to detail

  • Ability to manage multiple deadlines and workflows
